At 08:42, a Nairobi junction activates. Plate, overview and PTZ cameras, radar, signals and pedestrian systems observe conditions continuously.

A hardened edge gateway time-stamps, filters and encrypts data. Local signal control remains safe through interruption, while authenticated fibre carries minimised information onward.

A segmented backup path protects connectivity. Maintenance and network teams monitor field health, while the security operations centre watches continuously for threats.

The primary Traffic Management Centre unifies video, radar, GIS, device health and case data. A separate recovery centre stays synchronised as AI flags an abnormal queue.

AI recommends; it does not decide. A trained operator validates the event, road and county teams adjust signals, and police and emergency dispatch coordinate the response.

Patrol officers receive role-specific details. Ambulance, fire and clearance crews follow protected routes, while the suspected violation enters a separate evidential workflow.

Signed media, time, location and device status preserve custody. An officer checks permitted records. Only a lawful escalation enters isolated ABIS or AFIS for human review.

The notice explains review and appeal rights. Approved payments issue receipts and reconcile with Treasury; every authorised step remains traceable.

Unresolved lawful cases route securely to prosecution or judiciary. Privacy oversight, tested recovery and leadership dashboards protect continuity and accountability.
